European Union (EU) member states signed an agreement on 4th December 2009 on establishing a single patent for the EU. The conclusions reached at the end the meeting of the Council of The European Union included, an enhanced patent system based on “…creation of a European Union patent and the setting up of an integrated specialised and unified jurisdiction for patent related disputes thus improving the enforcement of patents and enhancing legal certainty…”

It is expected that the transitional period will be within five years after the entry into force of the agreement.It has been primarily agreed that the language of proceedings of the local and regional division will be the corresponding language(s) of the contracting states. Further discussion on language issues beyond the local and regional division is expected to take place in the coming year.
